Kaun ? Kaisey ? is a murder-mystery set in Shimla. The murder victim is a carefree and drunkard girl - Roselyne who works in the garment factory of Rakesh Rai (Deepak Paarashar) but has a bad habit of shoplifting. In a cold night, when Rakesh's wife - Renu (Ranjeeta) is out of station, he, while returning from a bar, gives lift to her and brings her to his residence. Since she is willing to have some brandy, he provides a glass of brandy to her and gets excused for going to toilet. When he is back from toilet, he is shocked to find Roselyne as lying dead on the sofa. Frightened, he takes her dead body to a park and leaves it on a bench. Will he be able to walk out clean out of this situation?

In the film, Vanisri plays the dual role of Banu and Chandra, cousin sisters who look alike. They switch places for a few days to escape from each of their family problems. How their lives change after the switch forms the rest of the story. One of the identical cousins, Chandra, is dark and old-fashioned, whereas the other, Banu, is modern and fair, who takes life easy and meets the poor but well-educated young man (Muthuraman) who falls in love, but she does not respond at first, and disappointed he commits suicide. She realises her folly later, and in the final climax, she too commits suicide. The dark girl, Chandra, is ill-treated by her stepmother (Sundari Bai), and her loving father (Subbaiah) loses money in business and also his job, and after getting his job back thanks to his daughter, he dies later of heart failure, leaving the daughter orphaned. Soon, the twin cousins switch identities, which is the main crux of the story, and how the problems are solved forms the second half of the film, with a somewhat predictable climax.

Rajjo is in love with Flight Lieutenant Jeetendra, and their marriage is arranged. On the day of the wedding, war is declared, the marriage gets canceled and he goes to combat. He is gravely injured, becomes crippled, and hospitalized. Rajjo's family perishes in aerial bombardment and she re-locates to live with her cousin. Jeetendra does return and is devastated when told that everyone has been killed. A wealthy woman Rani Saheba takes pity on him, hires him as Manager, and confides that her son, Thakur Uday Singh, is a womanizer and alcoholic. Jeetendra counsels her to compel him to get married, and he agrees to do so. The marriage is arranged with none other than Rajjo herself. Will Jeetendra be able to see this happen or will life take a drastic turn once again?

The movie is set in the fictional village of Solaiyur and revolves around a dam which is the lifeline for the village. The dam is under assessment for structural integrity by the Public Works Department. The local minister has corrupt intentions and wants to make money through a new dam project. The villagers want to perform a special Pooja to pray to the God Shiva. They decide to invite the grandson of Maharaja Lingeswaran who commissioned the dam and the temple. They believe the return of the line of the Maharaja will solve the problems surrounding the dam. Lingaa (played by Rajinikanth in contemporary time) is the grandson of Maharaja Lingeswaran. His family has fallen on hard times and he is now a petty thief in the city. He is angry with his grandfather for squandering away the family fortune so he is unwilling to go to Solaiyur to preside over the temple function. However, circumstances force him to accept the invitation and travel to Solaiyur. Through a flashback sequence, Lingaa comes to know that his grandfather, Lingeswaran (also played by Rajinikanth, set in 1939) was an altruist. Lingeswaran had spent his entire fortune to build the dam against all odds during the British Raj. But the people of Solaiyur had mistaken his intentions which forced him to leave Solaiyur and move to the city. Lingaa repents his ways and understands the great sacrifices made by his grandfather for the public good. In the final act, Lingaa exposes the Minister's greed to the villagers and saves the dam from an aerial bomb attack.
