However, Varadharajan decides to marry his sister to Kaalaiyan with an eye on his land. On the day of marriage, when Kaalaiyan comes to know that the bride wants to split the bond between the brothers, he calls off the marriage. The story begins with a group of government officers who come to list the number of devastated houses. Vijay (Aasad MIrza) is a young boy who is molested by a prostitute when he is forcibly taken to the red-light area by his school friends. Ram Singh (or Ramu) (Dev Anand) is a good school boy. One day he brings a penknife which his classmate has forgotten. He shows it to his mother. When he says that it has to be returned next day his mother says it need not be returned and uses it.This spoils Ramu and he starts stealing petty things and his mother protects him. His uncle Shankar warns his mother that her pampering and encouragement is the Dushman for the son and one day he will be a big thief. This protection encourages him to become a thief. He becomes Dakhu Ram Singh. Police are after him and in the process, he has to leave the city and go to another city to escape the police. In the train, he steals and he gets an accomplice in Charodimal ( Radha Kishen). In the new city, he sees a girl Shiela (Usha Kiron)won the swing and cuts the swing and Shiela fall in the river. He pretends to save her and takes her necklace. They he comes to know that her brother is the CID inspector who is after him. So he entices her and marries and starts to continue his profession of stealing. His true identity is found by the Inspector who tries to arrest him. Shiela who is pregnant comes to save him and faints. The Inspector comes to attend fainted Shiela and Ram Singh escapes. She delivers a son. Ram Singh comes to see the son and Shiela leaves him. Amritsar's headstrong lass, Happy, absolutely refuses to marry Bagga, a local politician who is the arranged match her father has found for her. Bagga's high-handedness and crooked ways force Happy to plan an elopement with her musician boyfriend, Guddu. Escaping her engagement ceremony, Happy jumps into the wrong truck and instead of a safe haven found by Guddu, lands across the border in Lahore. She arrives in a wicker basket at the unsuspecting household of Bilal, whose father is an important politician. Bilal is at his wit's end as to how to deal with an Indian stowaway, given the public scrutiny his family puts up with. He thus hatches a plan to fetch her boyfriend from India, get them hitched and send them back. His fiancee, Zoya, who is very suspicious of Happy is finally convinced that this indeed is just an unfortunate comedy of errors and agrees to become a part of this grand plan to marry off Happy to Guddu.
